What is Family Legal Services Provider (FLSP)?
“ The Family Legal Services Provider (FLSP) authorization allows specially trained paralegals to provide certain legal services in family law matters, supporting improved access to legal services for Ontarians.”

FLSPs are authorized to assist clients, in certain circumstances, with matters such as navigating family court procedures, completing applications for joint and uncontested divorces, arguing motions to change child support based on the payor’s “line 15000/T4 slip” income while excluding special and extraordinary expenses, responding to support enforcement proceedings, filing domestic contracts, and preparing change of name applications.
In 2025, the Law Society of Ontario is starting to authorize the qualified paralegal to provide certain legal services in family law matters as FLSP. The founder of L.W Legal Services is one of the first authorized FLSPs. We are dedicated to providing Ontario families with accessible, professional, and trustworthy legal support. The following section provides a more detailed description of our scope of work.

协助客户了解家庭法院程序；准备共同或无争议离婚的申请；代理子女抚养费变更动议，此动议须是基于付款人“第15000行/T4表”收入（不包括特殊及额外开支）提出或作出回应的；应对抚养费执行的相关程序；协助提交家庭相关协议供法庭备案；协助更名申请等。
自 2025 年起，安大略省律师协会开始授权符合条件的法律顾问以家庭法律服务提供者（FLSP）身份在家庭法领域提供特定的法律服务。利德法律的创办人有幸成为首批获得该项授权的法律顾问之一。我们将致力于为安省家庭提供更便捷、专业、值得信赖的法律支持。以下部分是对我们的工作范围作更详细的说明与介绍。
Detailed Description of Our Scope of Work
工作范围的详细说明
1. Family Court Process Navigation 家庭法院流程协助
We can assist clients with navigating the family court process and providing information on the applicable court procedures. For examples:
-
navigate family court steps, purpose, materials
-
inform clients of applicable court procedures such as service and filing deadlines
-
navigate alternative dispute resolution processes
However, we cannot provide legal advice unless it directly relates to a proceeding in which we are authorized to appear (e.g., motion to change child support or responding to an enforcement proceeding).

2. Joint and Uncontested Divorce Applications 共同或无争议离婚申请
We can help one or both clients with a divorce if:
-
The claim is for divorce only (not an annulment or any other claim);
-
Neither party opposes the divorce, and
-
Both spouses live in Canada.
In these cases, we can assist in preparing joint or uncontested divorce application materials.
However, if either spouse disagrees with the divorce or raises additional issues — such as support, property division, or parenting arrangements — the matter goes beyond the our scope of services. In that situation, we must to refer the client to a family lawyer for further assistance.
如果符合以下条件，我们可以协助一方或双方办理离婚手续：

双方均不反对离婚；

3. File Domestic Contracts 家庭协议的备案
Domestic contracts under the Family Law Act include cohabitation agreements, marriage contracts and separation agreements. Filing a domestic contract with the court in Ontario can provide important legal benefits and protections. While filing is not always required, it is often recommended when the agreement includes support provisions or may need future enforcement.
We can assist with filing domestic contracts with the court, provided that the contract is valid, in effect and all parties to the domestic contract ordinarily reside in Canada.
However, We cannot:
-
draft or amend the domestic contract
-
provide legal advice about the fairness, validity or enforceability of the domestic contract
-
seek to challenge the domestic contract or set it aside

4. Motions to Change
Child Support 子女抚养费变更动议
When we can help with changing child support
我们可以提供协助的子女抚养费变更情形
We can help clients prepare court materials and argue a motion to change child support if:
-
Everyone involved lives in Canada, and the payor’s income is earned only in Canada;
-
There has been a significant change in circumstances;
-
the payor’s income can be determined based on an employer issued T4 and the “Total income” provided on line 15000 income T1 General tax form (Income Tax and Benefit Return) ; and
-
The request to change child support is for a minor child (under the age of majority) and the amount is based on the Child Support Guidelines table.
我们可以帮助客户准备法院文件并出庭申请修改子女抚养费，如果符合以下条件：

We cannot help with a motion to change child support if:
-
The child is over the age of majority;
-
Any party lives outside of Canada;
-
The payor’s income is more than $150,000;
-
The request involves special or complicated situations, seeking a child support amount that differs from the table amount under the Child Support Guidelines — in other words, a deviation from the guideline table amount, such as:
-
When a spouse is acting in place of a parent;
-
Medical or dental insurance coverage;
-
changes to special and extraordinary expenses;
-
split or shared parenting time arrangements;
-
Claims of undue hardship (saying payment is too difficult); or
-
-
income determination issues, such as the following:
-
the payor earns self-employment income
-
any portion of the payor’s income is earned outside of Canada
-
When the court needs to estimate income; or
-
When expert evidence is needed to determine income.

When we cannot help with changing child support

-
付款方的年收入超过 $150,000；

提出“过度困难”主张（例如声称支付抚养费过于困难）；或

收入认定问题，例如：
-
付款方有自雇收入；
-
付款方的部分收入来自加拿大境外；
-
法庭需要推定或估算付款方的收入；或
-
需要专家证据来确定收入。

5. Enforcement Proceedings 抚养费执行程序
We can help a client respond to a court proceeding to enforce support obligations or related costs under a support order or a domestic contract enforceable under the Family Law Act , as long as all parties live in Canada.
We can:
-
Negotiate with FRO for solutions like payment plans or alternative schedules.
-
Navigate different enforcement mechanisms.
-
Prepare court materials and represent the payor in enforcement matters for a support order or a domestic contract filed in court.
-
example: file a motion to stop the suspension of a driver’s licence.
-
-
Respond to FRO support enforcement court proceedings, such as default hearings.
We cannot:
-
Handle cases where enforcement could lead to the payor being sent to jail (warrant of committal).

6. Change of Name Applications 更名申请
We can help adults in Ontario legally change their first, middle, or last name under the Change of Name Act. However, if the name change becomes disputed, involves court litigation, or if there are minor children involved and related parenting disputes, the matter would move outside our scope of activities.
我们可以协助安省的成年人，根据《更名法》合法更改他们的名字，包括名字、中间名或姓氏。
但是，如果更名事项出现争议、涉及法院诉讼，或者涉及未成年子女及相关的抚养权/监护权问题，该事项就超出了我们的服务范围。
